OUR RULES & GUIDELINES
At Unique Bureaucrats, we believe that leadership, diplomacy, and governance are not abstract ideals — they are learnable skills shaped through experience, empathy, and engagement. Our conferences — the Model United Nations (MUN) and the Global Leaders Simulation (GLS) — are designed as immersive platforms where emerging leaders step into roles of policymakers, diplomats, and administrators to explore real-world challenges and design actionable solutions.
Each event under the Unique Bureaucrats banner aims to cultivate critical thinking, public policy insight, and cross-cultural collaboration. Delegates simulate high-level decision-making environments — from UN councils and international summits to strategic policy forums and cabinet deliberations.
To preserve the authenticity, professionalism, and inclusivity that define our brand, all participants are expected to maintain the highest standards of integrity and decorum. These Rules and Guidelines ensure that every conference — whether focused on global diplomacy (MUN) or governance and policy innovation (GLS) — operates within a framework of respect, discipline, and excellence.
By registering for any Unique Bureaucrats conference, all participants affirm their commitment to uphold these shared values and principles of conduct.

1. PROFESSIONALISM & CONDUCT

Participants must maintain decorum, discipline, and respect throughout all sessions, workshops, and events.

Interactions should reflect the spirit of diplomacy, leadership, and intellectual humility — never hostility or bias.

Discrimination, harassment, bullying, or exclusion based on gender, race, religion, nationality, or opinion will result in immediate disciplinary action.
-
Delegates represent not only their assigned roles but also the ethos of Unique Bureaucrats; professionalism must extend beyond the conference room — including social events and online interactions.

Constructive disagreement is encouraged; personal confrontation is not.
2. ATTENDANCE & PUNCTUALITY

Delegates must attend all committee and plenary sessions as per the official agenda.
-
Opening and Closing Ceremonies are mandatory for every participant.
-
Late arrivals may forfeit participation in certain sessions or awards at the discretion of the Secretariat.
-
All participants must wear their official Unique Bureaucrats ID badges at all times for identification and access.
3. DRESS CODE & PRESENTATION

All attendees must adhere to a formal business or national attire dress code during conference sessions.
-
For MUN: Western business formals or formal national attire.
-
For GLS: Business suits, formal dresses, or professional attire reflecting leadership and institutional decorum.

Cultural or traditional wear is encouraged during designated cultural or social events.
-
Delegates must present themselves neatly and confidently, reflecting the professional character of the organization.
4. COMMUNICATION & DEBATE ETIQUETTE

Formal dialogue during sessions must follow parliamentary procedure (for MUN) or policy discussion protocol (for GLS).
-
All remarks must be addressed respectfully through the Chair or Moderator.
-
Offensive language, mockery, or disruptive behaviour will not be tolerated.
-
Delegates are encouraged to foster collaboration over competition, especially when drafting working papers, resolutions, or strategic proposals.
-
Transparency in coalition-building and fair representation of all voices is expected at every stage.
5. DIGITAL CONDUCT & DEVICE USE

Mobile phones must remain on silent mode during all sessions.
-
Laptops or tablets may be used strictly for research, note-taking, or document drafting.
-
Unauthorized recording, photography, or live streaming of formal sessions is prohibited unless approved by the Secretariat.
-
Delegates are expected to maintain professional behaviour online, including during digital briefings, chats, or social media activity related to the conference.
6. ACADEMIC INTEGRITY & ORIGINALITY
-
All position papers, reports, policy briefs, or resolutions must be original work of the participant(s).
-
Plagiarism, falsification, or manipulation of data or sources constitutes a serious breach of ethics.
-
Collaborative drafting is encouraged, but individual accountability will be maintained.
-
The intellectual property of all materials produced during the event remains jointly held by their authors and Unique Bureaucrats for educational and promotional use.
7. VENUE ETIQUETTE & ENVIRONMENTAL RESPONSIBILITY

Participants must treat all conference venues, property, and materials with utmost respect.
-
Any form of damage, negligence, or misconduct will lead to financial liability and disciplinary action.
-
Delegates are encouraged to support sustainability practices — minimize paper use, avoid littering, and maintain a clean workspace.
-
Food and beverages are to be consumed only in designated areas.
8. MEDIA, PRESS & PUBLIC COMMUNICATION
-
By attending, participants consent to being photographed or recorded for official media, documentation, or promotional purposes.
-
Delegates must not share confidential committee or policy discussions publicly without authorization.
-
The UB Press & Media Division may conduct interviews, publish articles, or take event coverage — participants are expected to cooperate respectfully.
-
Statements made on behalf of committees or simulated offices must align with the principles of professional diplomacy and accuracy.
9. WELFARE, SAFETY & INCLUSIVITY
-
The well-being of every participant is a priority.
-
Any case of harassment, discomfort, or emergency must be reported immediately to the Secretariat or the Designated Safety Officer.
-
Medical assistance and first aid facilities will be available on-site.
-
Delegates must respect local laws, culture, and customs of the host city.
-
Inclusion and mutual respect form the foundation of Unique Bureaucrats’ leadership culture — every participant has the right to a safe, supportive, and inspiring environment.
10. DISCIPLINARY MEASURES
Violations of the Rules & Guidelines include, but are not limited to:

Harassment, discrimination, or offensive behaviour.

Misuse of technology or intellectual property.
-
Destruction of property or disruption of proceedings.
-
Misrepresentation or falsification of official documents.
Possible Consequences:
-
Formal warning from the Secretariat.
-
Suspension or removal from ongoing sessions.
-
Disqualification from awards, certificates, or leadership programs.
-
Permanent disbarment from future Unique Bureaucrats conferences.
11. REFUND, CANCELLATION & TRANSFER POLICY
-
All registrations are non-refundable.
-
Transfers or credit vouchers may be considered only under exceptional circumstances, subject to approval.
-
Refunds or transfers will not be processed once the conference has commenced.

By registering for and attending any Unique Bureaucrats Conference (MUN or GLS), participants agree that they have read, understood, and will abide by all Rules & Guidelines stated above.
